dc.description.abstractThe main enforcement tools are environmental expertise, the environmental permit system, compliance monitoring, enforcement tools and promotion tools. Normally, these elements should form part of a single regulatory process. Such an organisation is capable of signalling possible malfunctions and allows the whole regulatory system to be adjusted if necessary. For this process to work properly, the key factors are the strategic planning capacity of the environmental regulator and its ability to evaluate its performance. The analysis below is largely based on information (sometimes incomplete or contradictory) obtained from the Moldovan environmental regulator itself.en_US
