The concern for the existence of an effective legislative framework in the field of road traffic has been constantly expressed in the past, but the present and the future are subject to its harmonization with the trends of other European regulations and not only, on road safety, materialized in reducing traffic accidents. A significant evolution of transport accompanied by a significant increase in the car fleet have been the basis for the intensification of concerns and efforts on multiple levels in order to ensure the safety of road traffic. In the context of the increase in the number of accidents, practically proportional to the increase in the number of vehicles with exceptional technical performance, it is necessary to perform a coherent and concise regulation of offenses and contraventions in the field of road traffic.en_US
