Abstract: 
Public authorities can cause harm to individuals both by the acts of authority they issue for the purpose of enforcing laws and by the contracts concluded with the private sector for the management of public goods and services. This article will elucidate the genesis and evolution of the administrative-patrimonial liability of the state in both comparative and domestic law arising from administrative acts of authority and the refusal of public authorities to resolve requests from individuals (to issue administrative acts or other documents or to enforces administrative acts issued as a result of the resolution of requests or the favorable settlement of prior complaints).
